Cooperation and organisation

In the area of telecommunication surveillance, there are also various forms of permanent cooperation between the partner organisations involved, in particular the advisory body, based on the ordinance of the advisory body in the area of surveillance of post and telecommunications (VBO-ÜPF).

The advisory body consists of three permanent committees: the steering committee for strategic issues, the committee for operational and tactical-conceptual issues and the architecture board for the structured processing of relevant topics. These bodies jointly plan strategic, organisational and technical measures and accompany their implementation, create a balance of interests in case of differences and lay the foundation for common goals and joint action.

The advisory body consists of members of the Federal Department of Justice and Police (FDJP), the Conference of Cantonal Justice and Police Directors (CCDJP), the Office of the Attorney General of Switzerland (OAG), the Swiss Conference of Public Prosecutors (CSPP), the Conference of Cantonal Police Commanders of Switzerland (CCPCS) and ICTswitzerland.

Workshops Service PTSS - telecommunication service providers (TSP) - law enforcement authorities

For regular exchange of information on technical issues relating to telecommunications surveillance, the Service PTSS organises regular workshops in cooperation with the providers and the law enforcement authorities. The aim of these workshops is to determine the future technical requirements for telecommunications surveillance in order to develop or adapt the technical basis for telecommunications surveillance in Switzerland.

Swiss expert committee of telecommunication surveillance (OP FMÜ)

The OP FMÜ is the Swiss expert committee for all operational topics in the area of telecommunication surveillance. It deals, among other things, with questions and problems relating to the processing and execution of orders and the extraction and interpretation of data. The OP FMÜ replaces the previous ISS user group and includes members of the PTSS and the law enforcement authorities. The providers are now also part of this expert body, as they also have to deal with operational problems in telecommunication surveillance.
